Welcome to our third newsletter

We are excited to share what has been happening with the IN-PREP project since our last newsletter.

With now less than a year remaining in the project and are pleased to update on the progress which has been made. IN-PREP have already held three Table Top Exercises (TTX) in Spoleto, Savona and Kampen in addition to the first full Demonstration of IN-PREP’s Mixed Reality Preparedness Platform (MRPP) in Belfast, Northern Ireland.

Two further Demonstrations of the IN-PREP project will take place in Savona, Italy and Rhodes, Greece in 2020.

The purpose of these TTXs and the upcoming Demos is to test IN-PREP’s Mixed Reality Preparedness Platform (MRPP) which is an IT training platform for collaborative response planning. The MRPP enables inter-agency training and cross-border crisis management by allowing first responders and emergency service personnel to communicate more effectively and to direct resources more efficiently.

The TTXs and Demos serve as an opportunity to test the MRPP in a simulated crisis scenario. Participants can evaluate their own readiness levels while working jointly with other emergency response organisations through the improved situational awareness which the MRPP facilitates.

What is IN-PREP?

Effective disaster planning and applied response rely on practising scenarios and making sense of the situation in a rapidly changing scenario  so that appropriate response can be offered with accuracy and speed. Both evidence and research reveals
  • Insufficient links between agencies during crises
  • A lack of training capabilities to prepare different agencies across countries to work together during transboundary crises
IN-PREP is creating a preparedness system for training which includes:
  • The Mixed Reality Preparedness Platform MRPP – a novel IT based training platform that can exchange information with C2 systems
  • Training modules to facilitate transboundary preparedness
  • A Crisis Management handbook for all agencies
The MRPP will be interoperable, connected with existing systems used across Europe. It will be an end-to-end crisis management training system facilitating augmented reality scenarios on multiple levels. More detailed information may be found at  www.IN-PREP.eu

IN-PREP 3rd TTX in Kampen, the Netherlands

 

On 10 October 2019, IN-PREP held its 3rd TTX (Table Top Exercise) in Kampen, the Netherlands.

IN-PREP held its 3rd table-top exercise (TTX) in Kampen, the Netherlands on 10 October 2019. This was the third and final table top exercise of the IN-PREP Project and the TTX was an opportunity for civil protection practitioners to collaborate with other agencies testing their response plans and training using the latest technologies in crisis management.

In the 3rd TTX, participants were faced with a training scenario of a flooding incident in the city of Kampen caused by a considerable downpour in the catchment area of the Rhine. The unexpected rainfall leading to an increased discharge of the river compounded by strengthening winds, putting the city of Kampen at risk of large-scale flooding.

The scenario required multi-agency collaborative response planning at a strategic and tactical level in a national and transboundary context between civil protection agencies. Participants used IN-PREP’s new Mixed Reality Preparedness Platform (MRPP) to facilitate effective decision-making and efficient resource management in this crisis scenario, thereby ensuring minimal risk to life and property.

IN-PREP and our Partners have attended a number of events relevant to the project during the last period. Below is a short description of each.

4th Northern European Conference on Emergency and Disaster Studies (NEEDS 2019) – 10-12 June 2019 – Uppsala, Sweden
Claudia Berchtold and Philip Sendrowski of Fraunhofer convened a panel titled ‘Overcoming challenges in inter-organisational disaster response’ at the NEEDS 2019 conference. The focus of the conference was on exploring the challenges of crisis and disaster research and intervention in an interdisciplinary perspective. Find out more about the event here.

14th Conference of the European Sociological Association 2019 – 20-23 August 2019 – Manchester, UK
Katrina Petersen of Trilateral presented research on ‘Planning Across Borders: Exploring the Emerging Ethics of Information Technology for Transboundary Disaster Preparedness’ at the 14th Conference of the European Sociological Association in Manchester, UK. Find out more about the event here.

Mediterranean Security Event 2019 – 29-31 October – Crete, Greece

The IN-PREP Project was exhibited in a booth at the Mediterranean Security Event (MSE) 2019 in Crete, Greece. Project partners ICCS, Satways and EXUS were all in attendance to present the project and answer questions from attendees about IN-PREP’s technical innovations. Find out more about the event here.


Security Research Event 2019  – 6-7 November 2019 – Helsinki, Finland

IN-PREP was in attendance at the Security Research Event 2019 in Helsinki, Finland. Project partners in attendance included ICCS, CNVVF, Fraunhofer, PSNI and Satways. Partners presented the IN-PREP Project to security industry stakeholders from across Europe Find about more about the event here.
